Please help! this BLOWS.
On my old comp, I got 3.1k downloads on an OLD Phoneline, on an ACER 33.6!
I'm connection @ v.90 @ 36000 or 40000
WTF!
Please, o PLEASE help.
I've tried the tweak page on www.tweak3d.com

It's doubtful that your 3com/USR modem is at fault. Even USR Winmodems run almost as well as their hardware one's do. Your ISP may not be the guilty party either. Dial-up connections are APITA. Mine is as good as it gets. I live a mile and a third from the downtown switching facility. A bud lives five miles out from the switching building. The all time best connection speed for him, using the same telco and ISP as I do, is 38k. Mine is routinely 52 or 53k, whatever is the FCC's legal limit. Can't tell, 'cause the connection speed is reported as 115,200. Yeah, right.

V.90... i think the modem needs to "get use to the used" protocol your isp is using.. that happen to me too using a 3com 56K PCCard modem after a couple days it should connect anywhere from 33.6 - 48000

PS Check if you have the lastest firmware update for your modem. I suggest you see if your isp is using 56k or x2 technology since some isp haven't upgade to v9

Okay, there are two things you can try. This is kinda modem voodoo but it may be able to help pinpoint the problem. First thing to try is S32=66 in your modems extra settings. This will force an X2 connection, sometimes even if the ISP does have V.90 upgrades on their X2 modems, they work alot better at X2.

Next thing to try is to put s32=98 in the extra settings tab, this should force a V.34 connection. Now check your throughput, if its better its probably the phone line and your just stuck using a protcol with less speed, but also more reliable with noise.

Phuz.
Not sure if we're aloud to mention other ubb's.
But 56K.com is nothing but modem problems and advice. This is where I got advice to fix my lag problem.
Good luck.
