$50-$60 Black simple case with ample PSU

Looking for a solid, simple, black case for $50-$60 with an ample PSU to power:

250GB SATA Hard Drive
X2 4200+ AM2
7300GT or similar video card
1GB of DDR II RAM
Some Motherboard
DVD burner

What do you all suggest?

I assume a 400ish Watt PSU is necessary - maybe get by with 350 if its good quality?
 
Note: I would consider a $40-$50 case w/o a power supply and then add a solid $25 PSU if need be...

Also, I've been out of the PC loop for a couple years. What is this I read about a PCI-e power connector?

Do most PCI-e cards require an additional power connector? or why do some PSU reviews mention a PSU not having such a connector.

I plan on getting an 7300GT, x1600Pro, X800 or X800GTO - will I need some kind of special power connector for it?
