The First Five Hundred Thousand (500,000) eligible participants who successfully open a new iTunes account and specify PayPal as their primary iTunes account funding source during the Promotion Period will receive five (5) free iTunes music downloadable songs. Promotion open to registered members of www.PayPal.com (the "PayPal Site") who are legal U.S. residents, 18 years of age or older and whose account on the PayPal Site are in good standing ("Eligible Participants"). Maximum of one (1) offer per Eligible Participant per iTunes account. Offer good only while supplies last. Promotion begins at 12:00 AM PT December 8, 2004 and ends at 11:59 PM PT March 31, 2005.

That works. I just used my Apple ID which wasn't set up with iTunes yet, linked it to my PayPal account, and bam. Five songs. Thanks OP.

It seems that all you need to have is an account that isn't set up with iTunes. You can have a preexisting Apple ID, that will work fine.
 
I did a new account, with paypal, and have gotten 4 of my 5 free songs now 🙂 Can't decide on the last one tho....
