I have a dual 366 setup that I could only run at 412 stable in my Inwin s500. I was using dual gorbs at the time. In addition to the ps fan, I have an 80mm exhaust fan and a 80mm fan in the bottom front. But the system would still crash. I upgraded to dual alpha pep66 and it still wouldn't stabilize at 550 even with two 60mm 30cfm fans on the alphas. And it was loud as heck. I practically gave up before getting an Antec 3 fan 5.25 bay cooler from best buy for 10 bucks. This fan is pretty quite and made my system total stable. It's much more effective than the fan at the bottom front of my case which I since removed. I also changed the fans on the pep to two much quieter fans.
All in all, after I got the 5.25 bay cooler, I was able to hit stable 550, back down the speed of my fans, remove a front bottom 80mm fan, and lower the noise of the whole machine.
I think it has to do with the fact that the HD cooler sends air directly across the case to the heatsinks and can provide an unobstructed 15 cfm, while the bottom front 80mm was at the bottom and didnt have good ventilation holes to pull air in from.
Anybody else using bay fans as a case cooler?
The fan that I bought is listed second on this page: Hard Disk Drive Cooler
