firstly check that you have 12 volts at the wiper motor and that you have a good earth. secondly it may well be due to a siezed lincage on the wiper mechanisum in particular the spindles that the wiper arms attatch too, you will need to remove the wincage where it fixes on the motor and then move the lincage by hand to make sure it moves freely
Check the motor first. Easiest way to do this is to disconnect the wiper motor from the linkage (3 or 4 bolts and pop it out of the linkage connector), and then hook up the electrical and turn on your wipers. If the arm on the motor rotates, it's still good.
If you end up buying a new linkage, make sure you buy the hardware to go with it, the bolts will probably break when you remove the old linkage.
The linkage cannot be lubricated - it is a closed system. I had to replace mine late last year - as it was doing the same thing and finally locked up. It isn't too expensive (I think it is around $25 to $30 Can. for the part) and you can replace it yourself in under 30 minutes. The dealer will likely call the part the wiper transmission.

not what you're looking for, but this might be your problem and you might not have to repair the motor.

Take the wiper arms off. More likely is that side of the connection is stripped, not the motor side. At the very least, check this. If you need a detailed guide to doing this, then you probably wouldn't be able to do it with a detailed guide. (i.e. it's pretty simple.)

Doc,
Already did that. The wiper arms have molded knurling and I hoped that was just stripped, but as I said, the mounting posts don't move, so there's something more wrong. I wish it was simple. I just spent $450 replacing a broken strut and bent rim from the last ice storm we had she drove in.
