4x7 dot game theory question

I am trying to find the solution to a game theory question. The game is 4 columns of 7 dots. When a dot is selected all dots northeast of it are removed. The last person to select a dot loses. What dot should you select first to have a winning advantage in the game? Anyone heard of this?

maybe i'm not understanding it correctly.
but it would seem to me that the second person to make a move would always win unless they were stupid. : I
