So, my old Lite On LDW811S is not liking the 16x verbatim media I got. I have the latest lite on firmware -- is thre a fix to get it up to 4x? I'm using nero 6 BTW.

it's in DMA -- Ultra DMA Mode 2 to be exact.

I have burnt at 4x before with different media. Is it the burner or the recording app that decides on the max burn speed?

It can be both, but usually the burner that determines the burning speed.

Lite-on FAQ - Ominpatcher
Using omnipatcher, it's possible to modify media codes of Lite-on drives if a particular media isn't burning at the full speed.

My DVD+R 811S did the same thing when I switched to the Verbatim media (MCC 004) a few months ago. Using Nero6, it would only burn at 2x max. I used Omnipatcher to add the MCC 004 media code for 4X burning, and it works fine.
