4GB memory, XP sees 2.75GB!

I just assembled a new CAD station for our office but I'm having a problem with the memory. I have four 1GB DDR memory sticks installed in this thing. The BIOS sees and recognizes all 4GB, the POST reports 4GB, but XP will only recognize 2.75GB. When using just 3 sticks I get the same thing, 2.75GB. Memory is not being robbed by the onboard video. Thats been disabled and the machine is running off a 6600. I've tried changing some of the switches in the boot.ini but that has had no effect. I've also checked Intel's site for info since its their board but since the BIOS and POST both see 4GB I feel strongly this is a windows issue.

Im having a simlar problem with windows 2000. Have you tried the pagefile? I heard that Windows includes that in the physical memory it can 'see', so if that is set to say 1.25Gb, then it would only see 2.75. Maybe :s
