4870x2 Banding issue

Finally got my new rig together but at present it has ben producing white banding and a variety of artifacts on the screen during the boot process and on into windows vista. I have reinstalled the OS and formated the whole hard drive to ensure that was not the issue.
The issues show up the moment the pc turns on during the Bios and POST so before anything kicks in really.
I've tried the monitor with a different computer and no issues and tried the rig on another monitor and it still had the problem. So its certainly inside my machine.
I've swapped out the video card with an old ati card I had and the problem resolved.
At this time my suspicions are that either the card is dead on arrival or the power supply might not be up to the task.
My system is as follows:

Antec 900 Case
E8400 Dual core
HIS 4870 X2
Asus P5Q PRO, iP45, S 775 Mobo
700W Silverstone, ST70F, Modular
640 GB Western Digital WD6400AAKS
4GB (2x2GB) Corsair Dominator DDR2

I've been looking around the net and getting mixed messages about the PSU. In the end it starts it works and sometimes it even works without the banding. The majority of the time no it fails. I am at a loss as to what could be wrong I've fiddle with the PSU's wiring and done my best to rule out problems.

RMA the video card. Artifacts generally done happen due to a PSU issue. Often its an indication of the card overheating or the RAM on the card is bad. Since the problem happens as soon as the system is on i think its got bad RAM.
