4870 oc problem

I have gotten myself an HD 4870, and it runs great, except for one thing. I have it overclocked to 790/1100 and it passes the ccc stability test and 3dmark. But i have noticed then the current clocks box in CCC its always 750/900, under load it doesnt go up to my oc clocks, and in idle it never goes down to save power. What could be the problem here?

if I remember correctly the CCC shows the 2d numbers, when it starts running in 3d it should be using the 790/1100, someone correct me if I am wrong.

ive tried running cod 4 and checking the clock graph in gpu-z and it just stays at 750/900. And in 2d mode when it should turn down the clocks, it doesn't.

Try benching it at stock speeds record the scores, then overclock it and see if the scores are higher.
