4850 vs 9800GT (passive both)

I need to upgrade my graphics-card and I've been thinking about going silent since the GPU-fan is (in my experience) the loudest one (at least after a year or two). I know that there are 3rd party solutions but I want something that works right out of the box. I don't game much, I'm mostly using the computer for work and watching videos.

I've been looking at two cards from Gigabyte:
9800GT: GV-N98TSL-1GI
4850: GV-R485MC-1GI

Having read some reviews and comparisons it looks like they might be quite equal, and the price is more or less the same too, so I'm wondering which is the better option.

If you don't game much, do you even need that much power? A 4670 might be a better alternative
 
Perhaps, but I could not find any passively cooled. And besides, it's nice to have to power when I do game.

I read a review of this card and it seems to work quite well.

I ran my HD4850 w/ a Accelero S1 Rev.2 for a while. It keeps it cooler than the original stock ASUS cooler when it just came out. I don't know how that cooler on it is but I'm sure it should be able to run it fine as long as you have adequate cooling in your case.
