Also, it's difficult to say which is better between 9800gt and 4830. They are very comparable but the 9800gt seems to be slightly faster overall and probably runs cooler than the 4800s do.
Lastly, what Dell combo are you looking at? There are plenty of deals for $400 with a good cpu but problem is they are almost always the slim versions so it's hot, may not accommodate a video card and won't allow for much overclocking of the e7300.

You'll want to make sure the system has a power supply that can handle the HD 4850.
And with you are are saying, you're looking for a mid-range computer, so unless you want to replace the PSU as well as the video card, be careful.
If you go with an Inspiron 530, make sure it has a quad core processor, which will increase your odds of getting the better of the two PSU's Dell ships with that model. The Inspiron 518 is a no-go, seen them come with quads and a weak PSU. The Studio 540 MiniTower should definitely come with a good PSU, at least when ordered with a quad.
