if you just bought it. return it for a exact replacement. then try again. and keep us posted of your results.

rma a working and in spec cpu back to intel will just get you the run around. you will get that exact cpu back. with a sheet telling you everything is in spec and thanks for wasting their time.

since you are not happy with the current cpu. return to newegg for exact exchange.

that way you get another chance at a different cpu. hopefully round two will yield better results.

lastly, understand that searching for that golden sample is the same as searching for a needle in a haystack so keep in mind that the next cpu might be worst.

4.2 GHz is not 0%, it's 20%. The H70 is an old and too small, so I'm surprised you even get to 4.2 GHz with it. My 4770K hits about 83C running Prime95 AVX at 4.3 GHz with a Phanteks PH-TC14PE air cooler.

I would suggest you replace the CPU if you can, and also switch to the H110 or a high-performance air cooler (twin tower design).

I don't want to scare you but what will happen if you return it, get a new one and it exhibits almost exact behavior?

Well, there's this report that the initial batch of retail versions Haswell have been subpar on average.

I don't think Newegg will replace a "working at spec" CPU. They won't replace anything is not defected.

Like it was already said in this thread - you have not "won" in chip lottery. There is pretty much nothing you can do about that CPU. I have posted my experiences with 3 4770k chips here:

And i have tried pretty much everything on that dud chip. Nothing could help. As if Haswell CPUs are manufactured in two different kinds of fabs, one that is producing chips on 22nm process transistors finetuned for desktop and capable of hitting 4.8 with sub 1.2V and 2nd one that is optimized for low power, but as a sad sideeffect requires massive voltage for 4.3+ Ghz setting.

Hopefully so you can do a replacement through Newegg, otherwise buy the protection plan from Intel and go buck wild.

I would have told Newegg that you accidentally bought the wrong CPU and simply want a refund. Then buy the CPU from somewhere else so they don't catch you. Sorry to hear about the poor OC. Maybe you can still try the "I bought the wrong CPU" argument.
