4650 good card for general use, no gaming?

It should be good for anything including light gaming, but if you want to avoid using a driver cleaner to switch from nvidia to ATI you might want to get an nvidia 7300 / 8400-8500 / 9300-9500 instead.

You should be able to get something fanless with a 4-5 star user rating for under $50, just set the chipset manufacturer to nvidia and price to $25-50 then search.

$28 - 7200, 256MB - Gigabyte
$30 - 7300GS, 256MB - Sparkle
$33 - 8400GS, 256MB - MSI (not fanless)
(The fanless 8400 cards run too hot, from what owners say)
