It is a cheap motherboard. Tiger uses Soyo motherboards, which are pretty good quality, but this particular model (the K7VIA) can be found on Pricewatch for $65!
A 750 MHz Slot-A Athlon goes for about $85 and you can pick up a cheap cooling fan like the ones Tiger sends out for $10.
So the total street price of this bundle is $65 + $85 + $10 = $160. So you'll only save about $10 by going with this bundle. Tiger Direct has a horrible reputation; it is definately not worth saving $10 to order from them!
In addition, this combo = zero upgradability since all current/future AMD processors will be socket-based. It's well worth the extra money to buy a Socket-A Duron or T-Bird, a MSI K7T Pro2a motherboard, and a decent HSF (Taisol makes a pretty good one that sells for around $15).
Someone pointed out in
this thread that you can get a Duron 700, MSI K7T Pro2a, and a crome orb for $193 shipped. The Duron 700 should make it to 900-1100MHz quite easily
