Do you have a VIA chipset motherboard? Are you running something other than Windows XP? If you answered yes to either of those questions, then you need the VIA 4-in-1 drivers. They are drivers for certain functions of your motherboard (AGP, IDE some other stuff that I forgot). The reason they are seperate is because, up until Windows XP, Microsoft had poor support for 3rd party chipsets (ie, VIA), so VIA needed to supply its own drivers. Windows XP has them included.
