4 different CPU programs show different numbers

I'm running 8X400=3200Mhz but 3 of 4 programs (Sandra, ETC, Core Temp) think I am running 8X450=3600. Is this a problem? I'm wondering if my board is really runing at this speed and that's why it's unstable. Only CPU-Z says what is in the BIOS.
 
Core Temp, Sandra, etc. assume you are running the default 9x multi, which is why they incorrectly report 3.6 GHz.
