'Best of (fill in composer here)' compilations and excerpts suck.

I would guess that these ones at Tower are Naxos, maybe Laserlight (Delta). Probably not good labels like Deutsche Grammophon or anything.

I've seen those cheap-o classical ones at Best Buy for < $2.99 so $4.99+ is not that great.

Usually, classical CDs with lesser renown orchestras will go for this cheap.
