Depends on the type of partition. FIPS or parted will resize FAT (Win9x/ME) partitions, but NTFS is more difficult. The Mandrake distro has a tool for resizing NTFS, so I suppose you could boot the Mandrake CD, modify the partitions, and then cut out if you don't actually want Mandrake. And I would definitely back up any remotely important data before messing with an NTFS partition.
