3GB laptop, yet only shows 700MB of RAM in Task Manager !?!

My laptop should have 3GB of memory.
This indicates it only has 762MB of RAM ??
The RAM is getting pinned, not the CPU.
What could be causing this?

Right click your "My Computer" icon and select properties. How much ram does that show? I am guessing your 2 GB stick of memory either popped out of the socket or went bad.
 
Do you happened to have an Integrated Graphics rather than a dedicated GPU?

OP, boot to BIOS and see how much RAM is recognized there. BIOS is also where you can select how much RAM to devote to video.

Is this a situation where the laptop is a recent purchase and you noticed the RAM issue or is the laptop one you've had for awhile and it was operating fine and then due to a change it's now showing reduced RAM?
 
I pressed ESC during boot and selected "System Info"
It says "Total Memory = 3072MB"

So this is an OS issue, not a physical one, right?
