I use NVmax to tweak the visual settings to get a higher score. Turn off Vsync, set D3D filtering to use Nearest Point, and turn FSAA off. You can do all of this within the NVIDIA control panel, also. The Vsync option disappears when running WHQL certified drivers like the 21.83's, but you can still turn it off with NVmax. Another thing you can try is to set your AGP Aperture size to 128 MB, which is located in your system BIOS.

I'm running 21.83 but I also removed powerstrip and installed NVMAX, D3D VSYNC was set to ON but I turned it to OFF and reran 3dmark, no difference, turned it back on, no difference

do I need to reboot in order to make that registry key change functional?

You may need to switch drivers. Try the current 23.11's.
