3d picture software with animation capability?

I remember a year or 2 ago, there existed software where one could take front and side pictures of one's head to make a 3-d image of it that also had the ability to be animated with voice. But I forgot the name and my google searches yielded nothing useful. Can someone please recommend me some good applications for these purposes?

Most 3D Modelling programs can make the Face and Animate it, I'm not too sure about the Voice part, especially if you are synching to the lips. The only Modeling program I know of that does lipsynching is XSI SoftImage, but others probably do as well. Maya, 3DSMax, XSI, and others cost $1000s though. There are Free 3D Modeling programs such as Milkshape and even Free versions of the previously mentioned programs:
