3D image file formats and custom 3D modelers

What we need is to do a only a few, but highly complex, types of special 3D models. And we need to make them in a rational and speedy manner.
For this purpose we'd like an object oriented, associative, w. parameters, specialized 3D editor. It is entirely possible that we will do our own 3D model editor.

But in the last case we need a quality 3D render package that supports a fully open and documented file format.

The other possibility is to use an available modeler that is highly customizable and associative.

So guys, any suggestions?

WTF did you just say? Oh, I meant Bump! ;)

I know Maya can be modified quite extensively using Mel commands, but depending on what you're trying to do that might be fairly complex and would certainly require Programming experience. I'm no expert here though, just have a little Hobby Modeling experience with Maya.
