3870 and PSU

Mine is running with a 500 watt TTGI (Super Flower) power supply, which is supposed to be a Fortron. All that AMD says is at least 450 watts for a single card.

I don't get this.
I have a generic 600watt PSU with a single 18amp 12volt rail. Yet it can run my 3870.

Nowhere near enough juice. A single 12V+ rail with 18amps is way under what you need.
That's why they're called "Generic". All hype and no go.

You'll need at least another 10 amps on the 12V+ to be safe.
A good quality 450W from say Corsair would be fine.

On the contrary, I have a 500w Enermax Liberty who's specs are:

+3.3V 28A
+5V 30A
+12V1 22A
+12V2 22A
-12V 0.6A
+5Vsb 3A

and it runs my 8400 machine fine. Which has 1 Raptor & 3 storage drives & about 6 fans and a Creative sound card... no problems so far (knocks on wood) as a matter of fact, since I got this 80% efficiency PSU my electric bill dropped 20$
