Usually overclocking of R9 380X is a combination of luck of the chip lottery and how well designed the PCB/GPU cooler is. You also have to careful about how much you are paying for R9 380X because it can quickly become overpriced at normal prices. For instance, right now on Newegg, not a single 380X is worth buying because R9 390 by XFX is
$275. If you don't mind opening an account at Jet.com, it's actually possible to buy the
XFX R9 390 for $260ish.
EDIT: I totally forgot that voltage control is also a crucial factor in overclocking of AMD cards. I know that Asus Strix 380X has both voltage control and quiet noise levels. So, if prices are similar and you can find the Asus R9 380X close to $200, it's the 380X I'd pick. Otherwise, I'd strongly consider spending a bit more on a 290/290X/390 over a $230 380X.
