36gb Raptor Problem??

I ran some tests on a raptor i recently traded for. Its only transferring around 13mbs i read a few reviews and it stated it should be more towards 60. Is this true? And what jumper settings should I have and is there any way to fix this problem?

Make sure the drive is running in DMA mode 5. 13MB/sec is about average for read/write operation. Download HDTUNE to benchmark the HDD. The average transfer speed of a modern 7200 rpm drive is around 54MB/sec.
