My Xbox 360 Pro Died again, so I replaced it at bestbuy and upgraded to an elite. It's lot number is is 743. Does this mean I am likely to have the new motherboard?

I believe 743 is one of the Falcon lots. The other way to check is to see if your power brick is one of the 175 watt power bricks or not.
 
Interesting, my box says 203w but the power brick says max output 175w. Anyway I looked inside and followed the anandtech article and concluded that Ihave a Falcon mobo. Score!
 
To answer the actual question in your thread title, all 360 Elites are at least a Zephyr model, so they do have an upgraded heatsink over the original OMGWTFMY360ISONFIRE Box of Doom. Falcon will most likely prove to be more reliable than all that preceded it, but you shouldn't have to pay for extra fire insurance coverage with a Zephyr.
