Apparently it's on a University Campus (if you can believe the Youtube comments section). University competitiveness is so intense that they need to increase the number of vehicular deaths so they can accommodate more students.

I was almost run over by a cab while visiting china. Seriously though, there's pretty much no legal consequences to this shit in china.... especially if you have enough money...

From my experience, it seems like there are signs/laws, but many people obviously do not obey them. There's a lot of "this is my road, I have the right of way all the time" mentality.

And of course add in the over population and you just get a lot of chaos on the roads. This isn't only in China either. I was in India for a few weeks once and from what I could tell, the rule there was "the bigger car (or moving vehicle) has the right of way" lol.
