3200+ running at 1005 MHz?!

I built a new rig:
MSI K8N Neo4
Athlon64 3200+
Currently 512MB PC3200

etc, etc.

And Windows System Props reports: 2.01 GHz

BIOS reports:
2010MHz
HTT Multiplier: 5x (shouldn't this be 10x or 11x?)

CPU-z reports:
Core Speed: 1005 MHz
Multiplier: x 5.0
HTT: 201 MHz

MSI Core Cell reports:
1005 MHz


Any ideas?! Shouldn't my HTT be 10x or 11x, and my core speed be 2.2 GHz?

I'm really lost here guys, I've played with every setting in the bios and the HTT is limited to 5x...

Do you have "Cool-n-Quiet" installed? That's the speed that AMD 64 3200's drop to when running idle while Cool-n-Quiet is installed.

Other than that, I'm not sure.
 
Turn off "Cool-'n-Quiet" in the BIOS.

EDIT: Your HTT multiplier should NEVER be higher than 5x. Actually, the mobo won't let you go higher than 5x. This is NOT your memory multiplier, this is separate for the HTT.
 
make sure you CPU MULTIPLIER is set to 10x. if it is, disable C&Q. HTT multiplier has nothing to do with cpu clock.
 
Uninstall Core Center . . . I've heard that it may be turning C&Q on by default because your BIOS defaults in disabling Cool & Quiet (i.e. if you didn't mess with your BIOS it should have it turned off by default)
 
Actually the motherboard was bad.. it was doing all kinds of wierd things. Failed numerous hardware checks though.

I leave Cool and Quiet on. It's not like I'm gonna need all the horsepower all the time. When I'm idling, it goes down to 1000MHz
