32 bit problem I think

If I use my video card at 16bit the desktop and everything looks alright. But if go to 32bit you can see what looks like artifacts. On the Win XP log on screen the ring thing in the upper left has vertical lines going through the rings. I'm using a ti-4400 and the 40.41 drivers. But it happens with any driver I use.
 
If they card cannot run at default clockspeed, that means the card is defective.
Why not send it back to dealer or manufacturer for a replacement?
 
Do you have the latest BIOS and chipset drivers for your system?
Any overclocks?
Did you remove all traces of your previos video card before you installed your Ti4400?

It could be a defective card too.
