it should be fine. I myself have a 50cfm fan on mine, and thinking of upgrading to a 68cfm fan, but I also am overclocked by 300MHz. My temps are 39/43 idle/load. As long as you dont plan on overclocking, or even just a little, 30cfm should be more than enough.

With that bad mofo, you can get Panaflo 80mm L1A if you don't overclock. Hell, you could get away with a 19cfm fan if you want some real quietness. If you overclock tho, I would recommend you go with something that's at least 30cfm so your 31.4 fan is enough.

your 8045 will do the job with that fan. Next question is.... does this heat have a place to go? As long as your case is well ventilated, and the heat removed by the Alpha can exit... you'll be fine. (you'd like your CPU temp to stay below 50 under load.... experiment with small steps... make sure to load it long enough for your system (case) temperature to stabilize... if CPU stays below 50, bump it up again.. etc...)
