I recently took out a fan from a HD enclosure and I believe it to be a 30mm fan. It's definitely smaller than a 40mm, and I don't know of any fan sizes between 40 and 30.

My only issue now is finding a replacement.
This fan is screwed directly to the case, and the old one vibrated alot making way more noise than the HD's inside.

So I need to find a nice quiet replacement 30mm.

Also, the fan reads DC 5V, 0.13 A.
The quick search that I did on google found a few 30mm, but with varying voltage and amperage. Is it important to keep the same amounts, or do I only have to match up either amps or voltage.

I'm no electrician :)

30mm and quiet do not belong in the same sentence.

Here is what you do:

1. Take the HDD out
2. Ditch the HD Enclosure

Problem solved :)

I don't why everyone has all this cooling on their HDs. My HD barely even gets warm, I can't imagine that other people HDs are gettng so hot they need active cooling.

From a *sealed* hard drive enclosure?

Most 7200 RPM drives I've seen do get warm to the touch, even in well ventilated cases.

Now imagine enclosing that drive in a small, cramped, 0 airflow aluminum enclosure and you'll start to realize the benefits that come from active cooling.

yeah, my 10K RPM Raptors can get warm for sure, especially when doing something crazy like DVD Rebuilder+CCE/ProCoder

Here's a link to a 30 mm fan. FansJust like mentioned before, they are noisy but not that loud. If you want to silent the fan you will have to reduce the voltage either by wiring it with the red and yellow wire which will give it a 7 volts instead of 12 volts. Or buy a fan controller.
