From the overclockers.com CPU database, the average overclocked speed of the Athlon 64 3200+ is 2550 Mhz (69 entries). The average overclocked speed of the Athlon 64 3500+ is 2674 Mhz (46 entries).
I hit 2.6 gHz on my A64 3000+ and XP-90, but I had to loosen my memory timings a bit. Running 294x9 on it, Corsair XMS memory @ ~194 (3-3-3-8) on the 133 divider. Ah well, can't complain, everything's stable as can be.
In your situation, I would go for the A64 3200, for both price-performance ratio and the 10x multiplier.
See my sig, i use retail cooler, right now the room temp is 35 degrees ambient and my max temp after prime for 4 hours is 51 degrees.
The 3200+ would be the best as its cheaper and it will max out at about the same speed as the 3500+.
