That is almost unbelievably monstrous. What a sick SOB. I'm not a pro-death penalty person, but I do think that, to the extent we have the death penalty at all, we'd be better served giving it to someone like this than to a random guy who shoots a gas-station attendant.

This isn't the first case of a toddler/baby being raped. WTF is it with people who rape babies? I mean I think paedophiles are the worst scum imaginable but at least I can wrap my mind around how a 20 year old guy could be attracted to a 16 year old girl. These people are completely devoid of any sense of right or wrong and really have no functional use in society.

With a lobotomy I'm sure everybody could be cured. Hell, just scoop out all the brains and the person will commit no more crimes. Some crimes, like theft, may occur because the person has no real skills or can't hold down a job, but something like this is simply because they're sick in the head. You can't really cure them, so they need to stay locked away for good.
