The speed of both fans will be affected by the controller.
It will be safe as long as the controller can provide enough power without heating up to power two fans.
Reducing the RPM to quiet down the offending fan may result in lowering the RPM of the other fan too much. If that happens, you will have no choice since this does not give you enough flexibility.

Alternatively, you can get something like this and connect the other fan directly to the PSU.

Yes, it is OK to Y two fans together, but only one (uaually) yellow tach (speed sensor) wire should be connected to the Y. It is easy to remove wires from the female fan connectors - just gently push the little metal tongue that sticks up in the slot on the back down and slide the contact out. You can then tape or zip-tie or twist-tie the extra tach wire back out of the way.

It is best to connect two of the same fans with a Y so that the results will be the nearly the same. As noted above, two wildly different fans on the Y could yield unfavorable results. But if the current ratings are similar you should be OK. And, as also mentioned above, the total current or power rating of the two should be less than the current or power rating of one channel of your controller.

Thanks guys,

I just bought an 80mm Panalfo L1A for the final slot, and being that its a 21 db fan, I'm just gonna let it go at full blast.
