Whatever they're doing, that's pretty cool. Building a submarine seems pretty damn nontrivial to me.
 
They were attempting to Escape from NY.. Early reports indicate one of the men was wearing an eyepatch.

Authorities say they were in a large barrel put together as a type of makeshift "submarine-type vessel," complete with oxygen tanks.

Officers responded to the area, found the men and are questioning them. Their intent was not immediately clear.

I *HATE* how the media feels that in EVERY story they need to mention that "this doesn't appear terrorist related". They did it for the bridge falling, this submarine, and everything in between. It's really, really, REALLY poor reporting.
