There's actually 8 running, my provider allows up to 10. I never really used newsleecher and grabit has been serving me well for a good few years now, never had a reason to change.

I turn it off. There is only one decode / repair thread, so with the speed certain things come in at, you can have a big queue of files waiting to be decoded as others are being repaired. I just figure that's what the pars are for.
