3.5" floppy drive system speed

This isn't entirely a highly technical question, but I was interested in knowing why when you ever load something off a 3.5" floppy drive the whole system basically stops while it is doing this, but other drives this does not happen?

I don't know the answer, but it can be very technical

Actually, it's a Win9x thing. Win2k and Linux don't suffer at all while working with a floppy in the background.
