There's a difference between a 4.0g OC (taking a CPUZ screenie) and a stable 4.0g OC. I'd beg to differ with those 4.0g clocks on air- 99.9% guaranteed- they ain't stable at even 1.65- 1.7v. My money says they crash prime 95 in less than 5 minutes on air.
Find me a screenie w/ CPUZ (voltage, clocks, etc...) and a 24hr prime 95 readout without errors.
I've personally run my 3.0c up to 3.825g for gaming and benchies, but 3675mhz was the highest 24hr p95 stable OC. There are better OC'ers I'm sure, but this was on WC and only 1.6v (44C loaded temps on my IC7-MAX3).
I've seen two other 3.0c's 24hr p95 stable at 3800mhz- rare indeed on air. EE's may perform better, but I find 4.0g hard to believe on air.
