3.3V rail reading ranges from 3.7 - 3.2...cause for concern?

in my machine I have the superflower PSU and the 3.3v rail has been jumping around according to the DFI Smartguardian. do you guys think its a cause for concern and should be replaced? I've been experiencing random hiccups where the screen would blank out for a split second, and random software "dead pixels" on my LCD that moves with the screen...

Yes and no. According to ATX specs, they can range anywhere from 2.97V-3.63V So yes your PSU seems very unstable. However, software PSU measurement is very inaccurate to begin with.
