3.3V rail issue = graphical corruption?

I'm swapping out an 8KHA+ for an IWill XP333-R. Within 30 seconds after boot I start getting graphical corruption, within 30 seconds after that the screen is illegible. I looked at the PC Health status and saw that my 3.3V rail, which was just fine on the 8KHA+, is now putting out only 2.2-2.4V. Since that drives the AGP slot, I'm guessing that's my problem.

Can anyone confirm this, and/or give me a solution? Is it the PSU, the mobo, what?

What's your PSU? Do you know how much combined power it put sout on the 3.3 and 5V rails? a lot of boards are more power hungry than VIA boards and your PSU might simply not be strong enough for your new mobo.
