i think he's referencing to a video of claymation (iirc), and it showed this dude named dr. tran... "dr tran!!!"... looks like a preview for an action flick or something.

and the dr. tran dude keeps getting mad that he can't do what the announcer is saying.

I had forgotten how funny that clip is. I first saw it at an animation show in Cleveland a year or so ago. The 3D glasses part is great with an entire theater full of people.
 
It's actually really quite funny... I laugh when I watch it, however it is very old and if you watch it too many times it is really sickening.

I couldnt even finish it. Yes, it was that stupid. But everyones taste is different. So if others enjoyed it, more power to them. But it wasnt my cup of tea. 🙁
