3.11, bootlog.txt failure code is 02

I'm unable to get into 3.1 so I'm looking at bootlog.txt and it says failure code is 02... Load fail.

Windows 3.1?
Novell 3.1?

If Windows 3.1, is everything set correctly in the BIOS?
(Load fail usally happens with a bad CMOS)

It was a load fail on a particular drv called netapi.dll. The specific line in bootlog.txt said, "Load Fail= NETAPI.DLL Failure code is 02".
Then along down some more under [boot] shows the load starts and successes and then says "Load start = "
"Load Fail = Failure code is 02"

Sorry I didn't clarify but I meant windows 3.11.
