I am debating between getting a LGA775 3.0 P4 ($185) and either a P5P800 ($99.00) or a SOLTEK "SL-865Pro-775" ($119) For a total of either $284 or $294 respectively.

Or should I get a Northwood 3.0C P4 ($199) and a p4p800-e ($111)

The only reason I would go for the LGA775 3.0 P4 is that it is the latest spec and should be more upgradeable in the years to come

The only reason to buy a Prescoot would be to get a PCIe graphics card, like the 6600GT otherwise the Northwood.

No, both of the LGA775 Boards I am mentioning work off the 865 chipset, so the PCI Express stuff is not really an issue or an option. That ruled out, northwood or LGA775?

I recently put together two 3.6ghz systems, both using the Abit AS8 (LGA775/i865) motherboard... I highly recommend this board.
