1. How do I set default local user options so that everyone has the "My Computer" icon on the desktop by default?

2. Every machine in our building can access our intranet site, except for this 2003 server. I can ping the intranet server fine, but I cannot access the webpage. Is there some security setting I'm missing somewhere?
