2nd Harddrive Issue

I am new to building computers and I have two IDE hdd. Windows XP's device manager sees both harddrives, but I can't access my secondary hdd, which I have set to slave.

I am missing something really obvious? I can't see it on the my computer view, and the only real way to see the secondary hdd is through the device manager.

If I tried to add new hardware and add the hdd again, it says that it already exits.

Is the main drive set to master? If so, then you need to go into drive manager to partition and format the new drive. Right click MY COMPUTER>MANAGE>DRIVE MANAGER.
 
If it hasn't been initialized yet, thats why it doesn't show up in my computer. Go to disk managment like BadThad suggested, it should show up there, and then you can initialize the disk. If it isn't already partitioned and formated, thats where you would do it from. If it already has data on it, it should show up after being initialized.
