Say I were to get a '98, '99 ford taurus SHO from a dealership, and say that car had roughly 50, 60 thousand miles on it. Is there a good chance that the previous owners welded the cams? That would be unfortunate tfor something horrible to happen to it because of a loose cam.

Welded the cams? WTF does that mean?
I've never heard of that before.

The V8 (or as I call it, V6+2) SHO engines had a problem where the cam gears would come loose and it would cause the valves to hit the pistons. Applying a small weld on the cam and gear would keep the gear from working loose.
