2nd fan wont turn on

Specs:
Laptop: lenovo ideapad Y500 / win 8
ram: 16 gig
graphic: Nividia GeForce GT 750M

so i noticed only one of my 2 fans is on. I have 1 on both sides and the left one is working because i can see the red light is on in the vents and i can feel it but the right one is dark and i cant feel anything coming out of it. I dont know how long its been like that. Have not had a over heating problem yet. How can I do a fan test? Is there a application that I can use to check the fan speeds and temps? I cant seem to get into the bios on this windows 8 laptop to check the fans either.:|

I guess that the right side is where the graphic card is located which has a small fan. Would I be able to feel it coming out the side? I honestly cant remember

Swap the fan plugs (connect them to the opposite plugs on the motherboard) to see if the problem follows the fan or not. If the same fan does not work on both plugs, the fan is probably bad. If both fans fail to work on one plug but work fine on the other plug, then it's probably a problem with the fan plug on the motherboard.
 
According to these pics, it looks like the CPU and Nvidia card are running off the same fan, with separate heatsinks:

Also, CPUID Hardware Monitor gives me temps on the Nvidia card in my W530, when it is active.
