2k WINS problems

I have a 2k server domain controller that runs WINS. I installed a 2nd NIC and setup routing and remote access to allow the network to access our broadband connection via the 2nd nic. My problem is that when I reboot it first takes 15-20 min to boot, THEN when it comes up the WINS server is unaccessible and people can't logon, but if I disable the 2nd NIC, WINS works perfectly. Also the 2nd NIC registers with DNS, so I have this external IP address for my server that people resolve to using DNS. How can I fix these problems? Thanks.
