2D & 3D Clock Speed of FX5900XT

I m using a Gigabyte FX5900XT with nvidia 61.76, model numbar N59X128D, when I normally work on windows 2D, everest says that the GPU clock is 300 MHz wile when I play a game & then just minimize the game using winkey+m I see that Everest is showing GPU clock is 390, which is the real speed of my card, the memory speed in both the cases is 700 MHz

I need to know that do the drivers of nVidia automatically adjust the 2D & 3D speed to minimize the heat & fan RAP or do I have an issue

yes slows down when not doing 3d stuff
